From battlefield doctrine to mind science, Dr. Rao’s work has shaped modern counter-terror operations, special forces training, and human performance under extreme stress.

Hon. Major Dr. Deepak Rao (born 1964) is a distinguished commando trainer and polymath, with Ivy League certifications from Harvard University, Stanford Medicine, and Wharton Business School. He is a sports medicine physician, military trainer, applied mind sciences expert, and a global speaker on oriental philosophy, as well as an award-winning documentary director. He is also an author whose books on military are preserved in the libraries of the FBI, INTERPOL, and the United Nations.

In the military domain, he is officially cited by the Ministry of Defence as India’s pioneer of modern close-quarter warfare training, and was described by News18 as the architect of Indian close combat.

His close-quarter battle methodology, ACCS (Advanced Commando Combat System), was utilised to support modernisation efforts within Army Command Battle Schools. He also co-founded a revolutionary combat shooting methodology known as Rao Reflex Shooting, which proved effective across the breadth and spectrum of special forces principled on - shoot fast, shoot first and shoot sharp.

Following the Taj terror attacks, his urban warfare methodology was employed in the training of multiple State ATS units as well as the National Police Academy. His indigenous unarmed combat system, ABC (Army Battle Combatives), was used to enhance and strengthen the newly developed Indian Army Martial Arts Routine (AMAR).

Over more than three decades of selfless pro bono service, he has trained in excess of 25,000 commandos drawn from a wide cross-section of elite units including Army Para SF, Navy MARCOS, Indian Air Force GARUD, NSG Black Cats, RAW as well as paramilitary forces and police ATS squads—an extraordinary contribution that confers upon him the status of India’s legendary commando trainer.

In recognition of his exceptional and yeoman service to the nation, he was honoured with an honorary commission in the Para Regiment (Territorial Army Battalion). He is uniquely distinguished as the only non-celebrity to have been appointed Brand Ambassador of the Indian Army and the Territorial Army, alongside national icons such as MS Dhoni, Kapil Dev, Abhinav Bindra, Neeraj Chopra, and film star Mohanlal. His partner and wife, Dr. Seema Rao, was conferred the President of India’s Nari Shakti Award, the highest Nations civilian honour for women.

WHAT IS COMMANDO TRAINING?

Cairo, 1941. In a sweltering hospital ward, Lieutenant David Stirling lay injured but restless. He had an idea that could change the war. Slipping out of bed, he limped to the British Middle East Army Headquarters, crawled under the wire, and walked straight into the commander’s office.
He had plans for a radical new force: Small teams inserting unusually into enemy terrain using a parachute, surviving harsh terrain enduring long marches, striking vital targets in stealth, fighting against overwhelming numbers with only surprise on their side, then vanishing and enduring the journey back through hostile ground. The commander approved — the Special Air Service was born.
From that moment, commando units spread worldwide. Armies realised these soldiers needed far more than standard training: endurance, unarmed combat, sharpshooting, demolitions, sabotage, battlefield medicine, & mental strength to face death calmly in jungle, desert, mountain, swamp, sea, or undersea.
Commando training became a living, evolving system — open to anything and everything that works. It became open to external experts with unusual skills.

THE RAO STORY

The story of how a civilian Doctor became a Commando Trainer and subsequently was honored to become an Army Officer of the elite Para Regiment

THE DREAM OF UNIFORM

Deepak Rao as a teenager was very interested in combat, commando and patriotism. He spent his teenage learning multiple fitness systems & martial arts. He trained extensively in Jeet Kune Do, the art & philosophy of Bruce Lee. He joined sports shooting associations and became a crack shot with rifles, shooting apples placed on peoples head without protracted aiming. Though he qualified as a doctor, he was keen to serve the armed forces. His wife Dr. Seema also was a trained blackbelt & daughter of a freedom fighter. In 1994, a chance meeting of the Rao couple with AV Krishnan, DGP Maharashtra got them involved with reducing pot bellies of policemen. Their 3 minute a day "Rao's Pot belly workout" resulted in cops losing 3-4 inches within 3 months. They were featured by BBC & CNN.

FROM MARTIAL ARTS TO UNARMED COMBAT FOR NSG & PARA REGT

Thereafter, the Mumbai Police Commissioner RD Tyagi, directed Deepak to train 300 Mumbai Police officers in martial arts via his 'super cop program' which was a huge success. When RD Tyagi went to his next posting as Director General National Security Guards, he invited Deepak & Seema to train elite Black Cats in modern unarmed combat. The NSG Commandant Brig Balbir Singh introduced the Raos to the Indian Army Chief Gen Roy Chaudhary, who impressed with Raos asked them to train the elite Para SF at Para Regt Trg center over a 6 week intensive capsule in 1997. Deepak decided not to charge the armed forces as a mark of respect for the soldiers of the soil. Thereafter neither did the assignments stop for the next 30 years nor did the habit of selfless service.

FROM UNARMED COMBAT TO COMMANDO TRAINING

Fascinated by Special forces training, Rao trained overseas in various close combat modules like combat tactics, survival & IED recognition, SCUBA & battlefield paramedics- constantly upgrading his skills . He became the first Asian to certify in Law Enforcement training under ASLET-American Society of LE training. He trained and certified Instructor in Close Quarter Battle from Prof. Leonard Holyfield, Ex Chief Combatives Instructor to United States Army. He completed his DSc in Military Science.

KARGIL WAR (1999) & THE NEED FOR CLOSE QUARTER BATTLE TRAINING

The Kargil War of 1999 was fought when Pakistani soldiers and militants occupied high-altitude Indian territory in the Kargil. While trying to reclaim these positions, Indian soldiers had to combat entrenched Pakistani forces firing from above at close quarters, on steep, icy cliffs & thin air, making every assault deadly and slow. The battle involved face to face shooting, bayonet strikes and team on team hand to hand combat. It was entirely different from conventional warfare at 300 yards. 527 Indian soldiers were dead and 1363 wounded, while on Pakistani side, 1200 killed and 665 wounded. Thus, the Indian Army felt the need for modern high impact close-quarter training.

Rao was then the only specialist in CQB. The Army Commander Gen Padmanabhan sent Rao to commando wing to share his innovations in CQB. At that time Deepak's mother suffered a heart attack and was fighting for her life. Deepak was reluctant to leave her but she urged him to fulfill his self selected duty. Thereafter Rao got busy spending all his time in training elite forces in CQB.

THE RED FORT ATTACK (Dec 2000) & GENESIS OF RAO REFLEX SHOOTING

On 22 December 2000, 2 Lashkar-e-Taiba terrorists entered Red Fort and opened sudden, indiscriminate fire on sentries of the 7 Rajputana Rifles, killing two soldiers in a few minutes, and escaped immediately after firing, using the darkness and confusion.

Analysing similar terror strikes on security forces, Rao realised that by the time soldiers aim to shoot, the terrorist had emptied their magazine by burst fire. At Army firing ranges, Deepak experimented with various methods of shooting 'to shoot fast, shoot first'. He invented Rao System of Reflex Shooting. This method aimed with only the foresight rather than with foresight & hindsight, hence took only a fraction of a second compared to conventional shooting taking 2-3 secs. Rao ran trials and documented this fact at Uri. He demonstrated his method wherever he went and soon the elite special forces were inviting Raos for reflex shooting courses.

THE PARLIAMENT & AKSHARDHAM ATTACK (2001-02) & ADVANCED COMMANDO COMBAT SYSTEM

On 13 December 2001, 5 armed terrorists attacked the Indian Parliament, attempting to assassinate political leaders. 9 people, including 5 Delhi Police and CRPF were killed & 16 injured. All 5 terrorists were shot dead in a gunfight lasting about 30 minutes, preventing a catastrophic national crisis.

The Akshardham temple attack took place on September 24, 2002, in Gandhinagar, Gujarat, when two armed terrorists opened fire, killing 33 people and injuring over 80. The attackers were later killed by National Security Guard (NSG) commandos after a long siege. The attack was claimed to be carried out by Lashkar-e-Taiba, sparking national outrage.

Following the event Rao started focusing on reality simulation training, designing realistic drills mimicing actual field events (like protection of monuments, defense to surprise ambush & hostage rescue). Rao now shifted his focus to Commando operations - Recce, Ambush, Raid, Hostage Rescue, Sabotage etc. He started researching and training special forces in commando op simulation using live rounds with newly designed safety protocols. He called this LRTS- Live Round Tactical Simulation.

He called his method Advanced Commando Combat System (ACCS). Till 2006, He trained 15,000 soldiers selflessly from every elite armed force including Para SF, NSG-Blackcat, RAW-Special Group, IAF- Garud, Navy MARCOS, Diving & Undersea Ops, Naval Special Warfare and Tactics School, ITBP, BSF, etc.

INJURIES & SACRIFICES

During his career, Rao suffered Knee dislocation and was bedridden for almost 2 years. He spent his time writing and publishing books for Indian forces going bankrupt in the process. He tore his retina and went half blind in one eye. He slipped a disk and spent another year out of training. He used his time to further his education and did courses in Nuclear Terrorism from Stanford University, Pharmacology from Harvard, Disaster Medicine from Stanford Health, management & Leadership from Wharton. He was shot at by terrorists and evaded terror traps laid for him. He was injured by ricocheting bullets but never stopped his service.

FROM TRAINING TO MODERNIZATION (2006-08)

In 2006-2008 He was directed by the Army Commanders to run ACCS modernisation courses on CQB & Reflex shooting at Army Command Battle Schools of Northern & Eastern Command, in Kashmir valley & in Tejpur. His method ACCS found its way into curriculum of many Indian forces.

TAJ TERROR (2008) & URBAN COMBAT

During the 2008 Mumbai Taj Hotel terror attack, Indian forces faced immense difficulty in urban environment, very different from open battle terrain. The heavily armed terrorists entered Taj hotel and took fortified positions inside the vast, multi-story building. They used hostages and hotel layout to their advantage, hiding and taking cover behind concrete structures. The siege lasted nearly 60 hours, resulting in the deaths of 31 people and security personnel, including two NSG commandos. The bullets fired would ricochet off concrete walls causing collateral damage of fellow soldiers. Close range combat in buildings with hostages, demanded different combat protocols. The new subject of Urban Combat was emerging worldwide.

Rao had unique experience of conducting room intervention training with live rounds & human hostages. He developed newer SOPs for room combat. Rao started specializing in terror simulation exercises in Malls, Cinema theatres, Museums, Trains and Buses. He was also invited by NSG in 2006 to impart Aircraft Counter Hijack tactics and Anti richochet protocols for Room Intervention. Rao was called by the prestigious SVP National Police Academy to run a senior level Urban Counter Terror course for Superintendents of Police from all over India to prepare for Taj Terror like situations.

HOME MINISTRY APPROVES RAO AS OFFICIAL RESOURCE (2009-10)

In 2009, Indian Home Ministry tested Raos training methods at a pilot course held at ITBP Commando Center. Following successful review, Rao was appointed as a official resource for the Indian Home Ministry & directed him to train newly formed Anti Terror Squads of many Indian States. Over the years, Rao trained ATS / Special Op forces of Maharashtra, Goa, Chattisgarh, Uttaranchal, Kerala, Karnataka, J& K, Himachal, Assam & West Bengal Police.

RANK, RECOGNITION & NATIONAL HONOR (2011)

In Nov 2011, Rao was commissioned as a Major in the elite Parachute Regiment's TA battalion. He was pipped by the Indian Army Chief Gen VK Singh & made Brand Ambassador of the Indian Army TA along with celebrities MS Dhoni & Abhinav Bindra. Indian Express stated that Rao was the real hero, silently letting his work speak for him, a non celebrity who now stood shoulder to shoulder with celebrities. In 2012, He was directed by Army Chief Gen VK Singh to train a nucleus of Para Instructors in Reflex shooting who would impart training to other Infantry battalions. His work was now disseminated among the entire special forces.

LEGACY OF BOOKS: FROM INDIA TO FBI & INTERPOL (2012-15)

From 2012 onwards, Rao realised that there were no books detailing commando warfare. He authored multiple books on commando warfare, counter terror ops & explosive recognition exclusively for the armed forces of India. He decided against commercial distribution and profitability as he wished to preserve indigenous research within confines of Indian forces. He produced thousand copies of his books and gifted it to Home Ministry & Defence Ministry. He went bankrupt but refused a grant, sponsorship & donations and used his personal life's savings to self publish his books. His books found a prestigious place in FBI, INTERPOL, UN & Buckingham Palace libraries, with his work being applauded by FBI Director & INTERPOL Secretary General & Her Majesty the Queen of UK.

TERROR BOMB BLASTS (2016-17)

Pathankot (2 Jan 2016) – Jaish-e-Mohammed militants attacked the Pathankot Air Force Base with explosives and gunfire, killing 7 security personnel.
Sukma (24 Apr 2017) – Maoists used IEDs and gunfire to ambush CRPF in Sukma, killing 25 jawans.

In past years Rao had trained multiple SF including MARCOS, Para & special group of RAW in first aid emergency spot neutralization of IEDs in past years. Now Rao wanted policemen at nakabandis to know how to identify explosive devices. Rao conducted IED recognition training for many state police approx 5000 Policemen. In Mumbai the Police Commissioner directed him to train all 90 police stations. Using his personal savings, he also made IED recognition charts and dummy kits and distributed free to all Police stations. This would help prevent explosive terror blasts in the cities.

GALVAN SKIRMISH (2020) & AMAR

The Galwan skirmish on border disagreement on 15 June 2020 in Ladakh saw Indian and Chinese troops engage in brutal hand-to-hand combat at 14,000 feet, without firearms in treacherous terrain of narrow ridges, freezing river, and steep cliffs. Chinese soldiers used improvised weapons like iron rods, nail-studded clubs, and barbed wire-wrapped sticks. 20 Indian soldiers, including Col. Santosh Babu, were killed.

Rao wrote to Army Chief of the need to develop our own indigenous method of unarmed combat and make it part of physical taining. He authored a book on modern method of unarmed combat called Army Battle Combatives (ABC) & distributed it to the width and span of Indian Forces. In 2023 the Indian Army developed their own martial arts system called AMAR- Army Martial Arts Routine at AIPT. In 2024, Rao was directed by the Indian Army Chief to review & improve the newly developed AMAR. At AIPT, Rao added specialised commando terminations, His work was applauded by an Army Chief Citation. Following this he was labelled by Indian Media as architect of modern close combat (News 18).

A LIFETIME OF SELFLESS SERVICE

By 2025, Rao had completed 3 decades of training 25,000 soldiers across width & span of hundred Indian elite forces, earning an unbelievable 6 Army Chief Citations.

All his 3 decade work for the Indian forces has been selfless, in the interest of the soil, without any monetary compensation.

He is a multifaceted personality being a Sports Physician, National level MMA Coach, a Published Author on Political & Military Science, a Psychologist, Pragmatic Philosopher and Motivational/3 times TEDx speaker.

FAMILY

His wife is Dr. Seema Rao, aka Wonder Woman of India. She is India's first & only woman commando trainer -representative of Indian women in combat. She received the Nari Shakti award- highest National award for women, from the President of India, for her work on reflex shooting & woman empowerment. Rao couples protege is Dr Komal, who is an international MMA athlete, a Psychologist, an author & a sports model known worldwide for her Volvo ad.

At 60 years of age, he keeps fighting fit & continues his work for training the armed forces of India.

Rao has a Doctorate in Military Sciences and is a Certified Law Enforcement Trainer from ASLET (American Society of Law Enforcement Training). He has qualified in Disaster Medicine of Stanfords SEMPER Program. Rao is a Combat Shooting Instructor, Combat Tactics Instructor, IED expert (recognition & neutralization), a PADI certified SCUBA diver and a Disaster medicine physician.
He is a certified Instructor in Close Quarter Battle, VIP & Personal Protection from Prof. Leonard Holyfield, Ex Chief Combatives Instructor to United States Army who was instrumental in rewriting the US Army manual on Combatives (FM 21-150). He has experience of 300 assignments, training 25,000 troops from elite forces/ SF/ Commandos across services, exposure to 100 firing ranges, 50 kill houses (room intervention), firing approximately 2 lakh rounds, earning him about 500 commendation letters from dignitaries including the President, Prime Minister, Home minister, Defence minister, Chief Ministers, Service Chiefs, DGPs & Commissioners of Police.

WORK FOR MILITARY

CQB training is the art of battle at 30 yards. In 1994 Rao started building awareness of need for modern CQB training. After the battle of Kargil, the demand for CQB training increased. Dr. Rao trained Army Special Forces, Paratroopers, Infantry, Commando Wing, NSG Black Cats, Indian Navy MARCOS, IAF Garuds, ITBP, CISF, BSF, ATS Units, Special Group (RAW) etc for nearly two decades, receiving 5 Army Chief Citations for his work from Gen Padmanabhan, Gen JJ Singh, Gen VK Singh, Gen Bipin Rawat & Gen Manoj Pande.
His contributions are (1) Pioneered Specialized CQB training called ACCS: Advanced Commando Combat System for Special Forces of Army, Navy, Air force & Paramilitary. (2) Invented popular Rao system of Reflex Shooting training Corps Battle Schools of Northern & Eastern Commands under directive of Army Commanders Gen Deepak Kapoor & Gen VK Singh. Rao authored a book on modern Unarmed combat ABC (Army Battle Combatives) in 2019 stressing that armed forces UAC training must focus on crippling, silencing and terminating techniques over and above basic martial art skills. Using his own money he produced and selflessly distributed 1000 copies to all Infantry Battalions as a tribute to Indian Army. The book was commended by the then Army Chief Gen Bipin Rawat.
3. After the Galvan valley skirmish- India and China’s deadliest Clash at Sino Indian border with more than 20 Indian casualties, Rao wrote to the Indian Army Chief in 2020 about the need for developing our own indigenous UAC system.
4. In 2022 Indian Army developed our indigenous UAC method, AMAR (Army Martial Arts Routine) at AIPT, Army Institute of Physical Training. AMAR is unique, modern, state of the art, and innovative.
In 2023, under directive of Army Chief Gen Manoj Pandey, Maj Rao was sent to AIPT to evaluate AMAR wrt incorporation of Raos well researched ABC termination skills (Army Battle Combatives). In Apr 2024 The Army Chief directed Rao to visit AIPT for Improvement to AMAR by adding Rao's ABC terminations which could be incorporated into AMAR course curriculum. Following this, Rao received Army Chief citation (click here) for helping improvement of AMAR.
5. Till date Rao gets invitations from various special forces for improvising their Unarmed Combat training.

Dr. Deepak Rao is a qualified Medical Doctor with interest in Sports Medicine. He graduated from the prestigious King Edward Memorial Hospital. He has undertaken short course studies from Harvard, Stanford, Yale & Johns Hopkins universities. He is also a certified End of Life Care Specialist(palliative) and a fellow of the Royal Society of Health. Dr. Rao is a Master instructor in the art and philosophy of Jeet Kune Do, martial art founded by Bruce Lee. He studied JKD from Grandmaster Richard Bustillo , RIP, original student of legendary Bruce Lee for over a decade. Rao is a Grandmaster & 10th deg blackbelt in military martial arts graded by legendary O Sensei Philip Porter, RIP President of United States Martial Arts Association. He was graded 9th deg Blackbelt from Grandmaster Ric Black , Director General, USDTA United States Defensive Tactics Association. Rao is a certified Blackbelt member of Jiu Jitsu Global Federation with his blackbelt recognized by Grandmaster Rickson Gracie. He is an International MMA coach who coached Indian team for Young Blood Night Germany and International Federation of Full Contact Fighting Russia. Rao has authored a book on Zen and Psychology called Unfreak Your Mind-Rewire with Zen Psychology.
